Representatives from the African Union, Brazil, Canada, China, the European Union, France, Germany, Indonesia, South Africa, Türkiye, the United Kingdom, WHO and the Executive Secretariat gathered virtually on 7 July for the fourth meeting of the Steering Committee of the Global Coalition for Local and Regional Production, Innovation and Equitable Access.
The meeting reflected members’ strong engagement as the Coalition continues to grow and strengthen its governance.
Representing the Presidency of the Global Coalition, Marise Nogueira, Head of the Special Office for International Affairs at Brazil’s Ministry of Health, underscored the importance of the governance discussions.
“The Global Coalition is not merely a forum for dialogue, but primarily an operational platform capable of translating political commitments into concrete collaborative initiatives,” she said. She added that strengthening the Coalition’s institutional framework is essential to support its expanding responsibilities and future activities.
Marco Nascimento, Assistant Executive Secretary of the Global Coalition, highlighted the Coalition’s significant progress in recent months, including the strengthening of the Executive Secretariat and growing international interest in the initiative.
“As the Coalition continues to grow and evolve, we have now reached a new stage that calls for important decisions from this Committee,” he said. “The growing interest in the Coalition reflects the increasing recognition of its vision as it continues to translate into concrete action.”
Discussions focused on proposals to strengthen the Coalition’s governance, including updates to its Terms of Reference, preparations for the selection process under the first Call for Proposals, and the establishment of technical subcommittees to support project selection, equitable access and sustainable financing.
Steering Committee members broadly welcomed the proposals and reaffirmed the importance of maintaining an efficient, transparent and collaborative governance model as the Coalition enters its next phase of development.
The Presidency and Executive Secretariat will now consolidate members’ feedback and continue consultations on the proposed governance updates and the establishment of the first technical subcommittees, supporting the Coalition’s next phase of implementation.
Global Call for Proposals on Dengue
The Global Coalition is currently accepting submissions for its first Global Call for Proposals on Dengue, which seeks to support collaborative initiatives that strengthen local and regional capacities for research, development, production and equitable access to health technologies.

The Coalition is one of the most important outcomes of Brazil’s G20 Presidency.
The signing of the Geneva Inception Letter during the Seventy-eighth World Health Assembly, on 20 May 2025, officially established the Global Coalition for Local and Regional Production, Innovation and Equitable Access. It marked a key milestone in advancing efforts to address several interconnected global health challenges.
These include the concentration of scientific capacity, research and development (R&D), and production in the life sciences, technology, and health sectors in a small number of countries; fragile supply chains; regulatory asymmetries; and the limited integration between innovation, production, and access, particularly in low- and middle-income countries.
The initiative emerges within this context and from a commitment to addressing health inequities exacerbated by the COVID-19 pandemic.
The Coalition advances a new model for the production of and equitable access to essential health technologies – such as vaccines, therapies and diagnostics – particularly for neglected diseases and persons in vulnerable situationglobally, especially in developing countries.
